Primary source: Missouri Department of Elementary and Secondary Education (DESE). MO is one of only a few states (with AR) using an annual rather than cyclical PD requirement. cycle_years=1 reflects the actual annual cadence. Over a typical 5-year period: 15 × 5 = 75 contact hours, which would put MO mid-low nationally. The IPC→CCPC distinction matters: new teachers face a much lighter 30-hour total over their 4-year IPC.

Missouri Career Continuous Professional Certificate (CCPC) — UNUSUAL ANNUAL FRAMEWORK. Once a teacher upgrades to the CCPC (the long-term certificate), they must complete 15 contact hours of professional development PER YEAR to maintain it. Equivalent: 1 graduate credit hour per year. The Initial Professional Certificate (IPC) is valid for 4 years and requires 30 contact hours TOTAL over the 4-year period (not per year). To upgrade IPC → CCPC: 4 years DESE-approved teaching, 2 years district mentoring, 30 contact hours PD. Once on CCPC, the annual 15-hour treadmill begins. 1 graduate credit hour = 15 contact hours of PD.
