Maryland Teacher PD Requirements (2026)

PDP-to-hour conversion (1 PDP = 1 hour) confirmed via the CPD Manual ("At least 15 PDPs for one CPD credit; 1 credit = at least 15 hours of activity"). Applies to Initial Professional, Professional, and Advanced Professional licenses. The IPDP is submitted at renewal showing how the 90 PDPs were distributed across the four mandatory focus areas.

Professional License renewal requires 90 Professional Development Points (PDPs) per 5-year cycle, structured via an Individualized Professional Development Plan (IPDP). 1 PDP = 1 hour of professional learning. The 90 PDPs must include a minimum of 1 hour in EACH of four focus areas: (1) content or pedagogy aligned with the license area, (2) English as a Second Language / Sheltered English / Bilingual Education, (3) strategies for teaching students with disabilities or differentiated instruction, (4) culturally responsive teaching or diverse student identities. Beginning July 1, 2025, educators licensed in Elementary, Early Childhood, Generic Special Education, or ESOL must additionally demonstrate scientific-reading-instruction proficiency at renewal (assessment or approved coursework). Equivalence: 1 MSDE-approved CPD credit = 15 PDPs = 15 hours.
