Permanent and Professional classroom teachers must complete 100 clock hours of Continuing Teacher and Leader Education (CTLE) per 5-year registration period. CTLE activities must be completed through a NYSED-Approved CTLE Sponsor. Language acquisition sub-requirement: general classroom teachers must dedicate at least 15 of the 100 hours to language acquisition / ELL strategies (co-teaching and integrating language + content). Teachers holding ELL or Bilingual Education extensions must dedicate at least 50 hours to language acquisition. Failure to complete CTLE means registration lapses; conditional registration allows up to 1 year to finish remaining hours.

No fixed PD hour requirement
New York does NOT require CTLE for pupil personnel service certificate holders — including School Counselors, School Psychologists, School Social Workers, and School Attendance Teachers. NYSED explicitly excludes these certificates from the 100-hour / 5-year registration framework. No statewide PD hour mandate at the certificate level.

School leaders holding a Professional certificate in the educational leadership service follow the same 100-hour / 5-year CTLE registration cycle as teachers. NYSED does not publish a specific language-acquisition hour minimum for administrators (the 15-hour minimum applies to general classroom teachers).
