Virginia Teacher PD Requirements (2026)

270 hours every 10 years for teachers

Primary regulatory source: 8VAC20-23-110 "Requirements for renewing a license" in the Virginia Administrative Code. Point-to-hour conversion (1 point = 1 clock hour for standard PD activities) confirmed from the official Virginia Licensure Renewal Manual (10-Year Renewable License version, 2025 edition). College coursework converts at 30 points per semester hour / 20 per quarter hour — those are degree-program units, not PD clock hours, and not folded into the cycle_hours number. No annual minimum requirement; pure 10-year cycle. Statutory sub-requirements (CPR, dyslexia, cultural competency, etc.) count toward the 270-point total. Five-year licenses are no longer issued.

Renewable license requires 270 professional development points per 10-year cycle. 1 point = 1 clock hour for standard PD activities (workshops, seminars, in-service); college coursework converts at 30 points per semester hour. All teachers must satisfy statutory sub-requirements that count toward the 270 total: Emergency First Aid/CPR/AED (5 pts), Child Abuse Recognition (5 pts), Dyslexia Awareness (5 pts), Special Education Training (two modules @ 5 pts each), and Cultural Competency Training (15 pts, satisfies Standard 5). Five-year licenses are no longer issued — all licenses since July 1, 2018 are 10-year.

School counselors hold the Pupil Personnel Services License and follow the same 270-point / 10-year cycle as teachers. Additional statutory requirement specific to counselors: training in recognition of mental health disorder and behavioral stress (depression, trauma, violence, youth suicide, substance abuse) — 5 prescribed modules @ 2 points each (10 pts total). This counts toward the 270 total.

Administrators hold the School Manager License (principals/asst principals) or Division Superintendent License and follow the same 270-point / 10-year cycle as teachers. No separate administrator-specific subject-area requirements beyond the teacher statutory list. Division superintendents' renewal points must be approved by an executive officer other than themselves.
