Vermont Teacher PD Requirements (2026)

Primary source: VT Agency of Education Educator Licensure - Renew Your License. VT uses an IPLP (Individual Professional Learning Plan) approval framework rather than a simple hour-count audit. The IPLP must include at least 3 professional learning goals, one of which addresses Content Knowledge & Skills (Core Teaching Standards 4 or 5). Local Standards Boards (LSBs) approve plans for school-employed educators; the Agency licensing office approves plans for non-school educators.

Vermont has a tiered renewal system. Level I license (initial, 3-year): 45 hours / 3 credits per endorsement, with 15 hours / 1 credit directly in the endorsement area + 30 hours / 2 credits in the VT Core Teaching and Leadership Standards. Level II license (professional, 5-year): 90 hours / 6 semester credits per cycle, with at least 30 hours / 2 credits directly in the licensure area. All renewals require an Individual Professional Learning Plan (IPLP) with at least 3 professional learning goals, approved by a Local Standards Board (LSB) or VT Agency of Education licensing specialist. Number shown reflects Level II (the long-term professional license most teachers hold).

School counselors hold a VT educator license and follow the same Level I (45 hours / 3 years) → Level II (90 hours / 5 years) ladder, with an IPLP requirement. Counselor-specific endorsement hours must be in the counseling endorsement area.
