California Teacher PD Requirements (2026)

California is one of the relatively few states (along with CT) where renewing a fully-cleared credential carries no professional-development hour requirement. The work of becoming Clear (induction, mentorship, and for admins a Clear coaching program) sits on the front end of the credential lifecycle, not at renewal. 5-year renewal cycle.

Teachers

No fixed PD hour requirement

California has NO statewide professional-development hour requirement for renewing a Clear teaching credential. Per the CTC: "Clear teaching or services credentials may be renewed without the completion of additional course work or service requirements." Renewal is online and on a 5-year cycle. (Earlier-stage credentials such as Preliminary or Associate Teacher Permits have separate professional-growth requirements not captured in this single number.) Local districts may set their own PD expectations as conditions of employment.

Counselors

School counselors hold a Clear Services credential (Pupil Personnel Services). Renewal does NOT require additional coursework or service — same as Clear teaching credentials. 5-year cycle.

Administrators

Renewal model
No fixed PD hour requirement

Administrators hold a Clear Administrative Services Credential, earned by completing a CTC-approved Clear induction/coaching program (typically 2 years post-Preliminary). Once Clear, renewal follows the same no-hours rule as other Clear credentials — 5-year online renewal.
